It doesn't use mono, no, but it does use glib, so I'm assuming it's picked up a version that mono's provided. That's not a problem in itself, but glib depends indirectly on libintl.h which isn't in the same include path - you may need to explicitly add it with CPPFLAGS=-I/path/to/libintl ./configure I'd be very surprised if lxdream will work at all on PPC though (I'm really only supporting x86 at the moment). But don't let that stop you from trying it and/or fixing it
